Alberta targets oil and gas producers
For example, under Alberta's Upstream Oil and Gas Reclamation and Remediation Program, companies operating oil and gas wells, and pipelines assume a 25-year liability for the surface environmental impacts of their operations and a lifetime liability for any contamination. Once the well or pipeline is no longer in use, the company must prove the land has been reclaimed and obtain a reclamation certificate from Alberta Environment.
To obtain a reclamation certificate, your company must provide a comprehensive report detailing:
- An analysis of any contamination found at the outset of site reclamation, covered in a first phase environmental assessment of the site
- Details on how remediation to deal with contaminants was completed or proof of compliance with government requirements for drilling waste disposal
- Evidence of soil replacement and re-vegetation and/or re-forestation, contained in a second phase environment site assessment, and proven through samplings and site assessments.
As of January 1, 2008, every application for the Alberta government's reclamation certificate must be signed by an designated professional who meets specific criteria, including at least five years' experience and membership in one of six regulatory bodies.

British Columbia mirrors Alberta regulations
Oil and gas producers in British Columbia share equal liability for their impact on the environment under provincial legislation which mirrors the standards set in Alberta. As in Alberta, upstream producers of oil and gas must obtain a Certificate of Restoration from the province in order to remove their liability for decommissioned sites - whether created or inherited.
British Columbia requires that the final reclamation inspection report be prepared under the supervision of a Qualified Reclamation Specialist able to verify that the restoration meets government requirements.
Reclaimit owner Andrew Carpenter meets the province's criteria as a Qualified Reclamation Specialist and is therefore able to plan, execute and report on a successful reclamation project.
- As a member of the Association of B.C. Forest Professionals, he meets the province's professional criteria;
- With a Bachelor of Science in Natural Resources Management from the University of Northern B.C., he meets the province's educational criteria; and
- With 20 years' experience in natural resource management, he meets the province's experience criteria.
